Data tape emulation

Does anyone know of any software that can interpret data tape rips (like able to import wav and convert to ascii). I'm kind of asuming here this would work, but I don't see why not

hmm i know this isn't very helpful... but there are some wave editors that allow you to import data files, like wavosaur

don't know if you can do it the other way around
