For NES, you can get "NSF" readers, and then "NSF" files of games, to get the music out of it. In terms of samples, you never know if they're actually copyright free or not, since the people selling them may not even be legit. One that is definitely free, since the copyrights have expired, is the Cylinder Preservation Project. Also, if you're getting more serious with your sampling, why not make your own samples? You can buy a nice mic for $60, and a Minidisc player/recorder for $20, so for under $100 you can record high quality samples by yourself, of anything you want.
