I think you're technically not allowed to fap in prison, since you're the state's property at that point. Same as in the army.

i think prisons turn a blind eye to rape far too often

You got to be talking about America coz we definetly do here.

In fact there was a dude in the cell next to mine who, on occasion, would be masturbating when the guard came round in the morning to get you properly out of bed, this was so that the guard would pass on by and come back 10-20 minutes later after he'd done everyone else. I'm pretty sure most times he wasn't fapping but just wanted an extra few minutes rest.

I heard on the radio about an inmate that basically had to sit in his cell and watch his penis disappear due to necrotizing fasciitis.  Cost the state $300K.
