If the user takes no measures to secure their computer right after installing the OS Windows could be safer than a vanilla Linux distro.

But that's probably not the point Ballmer's trying to make.

variants of linux don't need a firewall straight after installation because all ports are locked down by default and the distinction between root and other accounts is much clearer (both in implementation and philosophy)

microsoft are taking steps in the right direction with UAC (which was dreadful in vista, and better in 7, but still more intrusive than sudo or its gui equivalent in *nix) but i'd still be willing to take bets on this - take a fresh linux box and a fresh windows box and connect them to the internet and see which gets owned first.

i actually really like windows 7. the basic mouse gestures - move the pointer over to the side of the screen and the window will scale to half the screen horizontally, the shaking, peek, all that good stuff - fucking awesome. REAL improvements to the UI, not just window dressing. and of course the mac dock ripoff that's actually better than the mac dock.

the DLNA improvements in media center (one of the best things in the small handful of good apps microsoft have made, along with office) are great. the new version of paint is great too, lol.

interestingly it's not actually that much faster than vista under the hood - what makes the difference is the linuxesque 'delay everything until absolutely necessary' philosophy, but with the important exception: UI response.

there's a lot less services loaded at startup, and the caching/search DB updating is a lot more subtle, a lot less aggressive. but what 7 does is respond immediately when you click something and then start doing the behind-the-scenes work, to let you know it acknowledges it.

everyone who's used vista is familiar with the 'click something, get pointer with annoying circly thing for ten seconds, get window that says application not responding, window that says application not responding disappears, application actually launches' syndrome, particularly the poor bastards with just a gig of ram. and i think it was a big factor in why everybody liked it as much as ass cancer or super AIDS.
