No, retail disc, but at a reduced price (39.99USD is the rumoured price). Stand alone game from what I understand so far - no need to have SFIV to play it. The reason it's not DLC is they changed a lot of the netcode and character systems, so it was too extensive to be a patch or addon.

With a more limited palette, artists had to be more creative with their use of colours in sprites. As a result, things were more vibrant and bright.
