A good effects VST..

I'm looking for a VST that I cant load a sample into and manipulate with effects such as accent, decay, lfo, etc.

Can anyone help me out?

I thought you were using Fruity Loops. You can already do all you want with just that.

In case you still need a VST sampler, this one's free, works on a PC, and is known to be very nice.
