It kind of gives the sound a little more urgency. The 9/8 section is broken up into 2+2+2+3 (x3) followed by a section that goes 3+3+3. I think a good rule of thumb is to count out the beats per measure and see which counting method feels more natural. Typically, songs in 6/8 could be rewritten in 2/4 with two sets of triplets per measure, whereas 3/4 songs cannot.
