Government laws and their Ambiguity

Two things

Why is it difficult to find a structured, organised up-to-date list of laws?

&

In the UK - most pubs (I've read) need to apply for a 24hr licence if they wish to stay open later than 11pm, however my local stays open usually until 1am and they haven't got this licence (they still sell alcohol).

Does your local do this?

I really do wish there was a very concise and plainly worded resource for laws...

well, this is for the US. it's not concise or plainly worded, but it's all here, and the wording IS important.
