Help me ID an actor

I saw an actor on the street last night and I couldn't place him and it's driving me nuts.

Definitely c-list, b at best.

Thin. Handsome. Slicked back hair. Possibly blue eyes.

He plays bad guys.

I want to say I remember him from something where he was wearing a wife-beater and maybe a vintage brown leather jacket maybe smoking a cigarette.

I think he played either a drug dealer or gangster. It was one of the main roles.

Whatever I remember him in was a major motion picture and not some indie piece of shit.

Somewhat resembles Ed Harris.

80s/90s era.

The guy has a really cold, glassy-eyed quality.
