Name The Cartoon

I vaguely remember a tv cartoon, it was probably late 90s, almost certainly from the US.

Marine scientists (I think) on some sort of rig in the middle of the ocean. The main character is a guy that falls into the sea and is rescued from drowning by an underwater race of people (they have a city and stuff). They save him by doing something to him that results in him transforming into a black and white gillman when he comes into contact with water. I think there may have been a squid-like underwater vehicle involved as well. From my limited recollection, it's basically Drexciya: The Animated Series. I can't find any reference to it anywhere, I need your help, WATMM.

yeah, you pretty much summed it up there. I didn't even watch it really, but I have a vague recollection of it, and it's going to annoy me if I can't find it.

it's not Snorks. Tigersharks, although I've never head of it before, is much closer...similar character design as well...but it wasn't that either

Imagine an amalgamation of The Abyss, Seaquest DSV, Drexciya and Captain Planet. Or I just dreamt the whole thing.
