Flipping heck, that's superb... who actually does all the cleaning and repairing? Do the gov't just get anyone who is unemployed? or are firms employed? Do people just volunteer?

Well they weren't gonna move back into their businesses and homes until it was cleaned up. So as long as the state supported their activities, what else were they going to do. Same happened after the brisbane floods, random people even showed up to help the locals, on their weekends.
