I would say that, while nipples are SFW, actual breasts are not (which is why men are allowed to be topless). However, given the disturbing nature of that image, it would probably be NSFW anyway.

Also, I would like to vote against this thread being locked/deleted. This thread has a very interesting subject, and while one might argue that it is sexual, it is not in any way pornographic.
