certian websites won't load

im just really confused at the moment. Certian sites just will not even try to load, go right to that problem loading page screen in firefox and ie. The only one I can think of atm is netflix.com. When I try to ping it, it just says "General Failure" over and over. Friend sent me a link this morning to a news article about the thing in norway and that won't load either. It doesn't even look like it tries to load it but other sites (like watmm) work just fine. I have ran malwarebytes and hijackthis etc and just really not found anything. I checked windows hosts file. Im using panda cloud av but i disabled it and still have issues. Have tried disabling all addons, still doesn't work. Other people here can get on netflix just fine on the same network etc etc. It's just one of those things I feel like I just can't pinpoint atm so if any of you have had similar issues care to tell how you fixed it?

windows 7 ult 64bit btw
