The article somehow manages to completely avoid the issue of why he's bothered to build all those elaborate cat-sized buildings instead of just putting them in some sheds. And then burning them to the ground.

It gives them a chance to actually form a cohesive society and get their lives back together instead of providing a temporary solution which doesn't get them anywhere in the long run.
