The term effect is usually used to describe the modulation of an audio signal and would not generate any sound of it's own. Are you looking for a synthesizer as the modulator, or perhaps something that can play back samples? In the off chance that you're using Live 8, it's vocoder is probably the easiest to implement, most bullshit-free, all-the-features-I-need-none-I-don't vocoder I know of. It just so happens that it also has a built-in white noise generator that you can use instead of a carrier channel, which may be along the lines of what you're looking for. Unfortunately it was a huge pain in the ass to implement, had terrible ergonomics and is no longer sold or supported by NI. Sounds great, though. As a side note; Do Canadians use the phrase "everything but the kitchen sink"? Or in the UK, while I'm at it? Vocoder, but it's not the cleanest sounding, so if you're trying to sound really well produced, it might not be your thing. I also like the sound of Vocodex, but it is an absolute bitch to figure out how to control it via midi.
