So the first one;

I think it might have been Belgian. A small town police force is told that it is being closed down because there aren't any crimes. The police stage some crimes so they don't lose their jobs. It sounded funny.

And the second one;

Two guys, maybe dying or in wheelchairs, go on a road trip, I think with the intention of killing themselves and maybe somehow exacting revenge on whatever caused them to be in whatever state of disability it was.
