it's from this Jean Michel Jarre live concert album if I remember correctly, it's sampled from one of the interspersed interviews with bystanders

I always heard it as "I don't have any idea about what's going on"

I'll have to listen to my copy of that Jean Michel Jarre record, and sample that bit.
