I'm thinking he deliberately picked a sample and pitched it/cut it up to make it hard to pin down on purpose. Like he probably knows this harkens multiple things.

I'm not sold it's Kate Bush, I mean it probably is, but he's been known to sample VGM a lot, and Kate Bush seems a bit too obvious.
