Their motto from the outset was " It's better to say sorry than ask permission" and, if I recall correctly, would only consider licensing songs above 100.000 views. I didn't suffer much from having my music put up there but it's not a smart way to run a relatively popular "business". These revenue numbers from Spotify seem pretty legit I guess maybe if more people had paid subscriptions things would be better for the artists, they're not making much off those ads.
