So, who is this for? I've not seen a release like this before.

Remixers I'm guessing ....

people buy the 8 dollar stems.

people make remixes. (not all, but some will).

people post remixes on their soundclouds, etc.

people check out remixes, people check out plaid original tracks (maybe).

free promotion, + free $8 for plaid.

makes sense, remixers won't have to go through the hassle of contacting the label and plaid make more $

I remember Moby releasing individual track elements on a cd single back in the 90s for a remix competition.

Also Barbu found some short stem samples for Ol on the Plaid site, not sure how long they have been up there.

there are a lot of stems on the digging site, along with some 'zap' samples, samples from a old yamaha synth and a zip file full of max patches

Squarepusher released some stems for his second last album for a remix competition. Can't remember who won it or hearing the track.

I've got something like 5.5GB up to now off the new diggingremedy site, messing around Nafovanny stems all weekend was lots of fun!
