How do I get this effect?

Looking for some advice on how to get this effect? Happens around 2:40 in

It’s a kind of sucking/twirling effect

Any help would be greatly appreciated : )

Backwards reverb and phaser? I dunno... Didn't listen to it as am on a train.

sounded like a backspin on a turntable almost

Okay listening to other bits of track, it sounds like an actual vocal sample, pitched down and glitched a bit. It made a small laughing motion and he copied it, moved it over a bit, reversed it. 

 listen to 2:33.. is that sample pitched down. 

that particular part@2:40...just grabbed that and looked/listened to it closely..sounds actually like a sample from Stardust - Music Sounds Better With You..that "uhh" from "uhh baby, the music sounds better..." with a backspin on top of it..
