Yes, they were originally founded and based in Gent. I thought the same thing when going to their Bandcamp page and saw London.

They F-ing brexited R&S out of the EU. Those basterds. R&S started releasing new beat in the eighties, damnit. That's Belgian music history right there. Some form of proto-techno. Basically a f-ed up kind of disco music mixed with acid. hehe
