squarepusher Name that Break!

Okay, this is probably the n00bist question out there, but what is the break on Carpet Muncher by u-ziq, and Come on my Selector by Squarepusher. It's probably on every other electronic music song out there as well, it pops up all over the place. It has the sounds of like... kids squealing in it or something.

it's men rather than kids squealing, it has been pitched up in those tracks
