if you want one that sounds like a generic voice synth, speakonia is great and free, though i dont think you can make it sing

vocaloid is a pain in the ass

shit talker (PC) is good for classic TTS voice sounds

AT&T had something on the web that'd generate a wav file of more natural sounding speech

if you want weird robot voices look into emulators of old computer TTS
