its a early warning warning system. Each pre-warn gives you 10%, at 100% you get a full-blown warning.

100 warnings and you get a citation

it's warning you that you're being a prick and after you get too many you get the perm warn.

you get a pre-warning by gaining insolence demerits. How many depends on your postcount, how many rules youve read, join date, number of rolling lols interuppted, number of times you havent ignored weed, etc.
