Test the water by talking about dating, specifically about you dating another girl she also knows. You can probably gauge her interest in you by her reaction.

you and her go to a bar for drinks, get slightly loaded, then invite her back to your place and see how she reacts. if she says yes, then it's pretty easy from that point on.

I did and we did, about 4 months ago or so. She told me she wasnt really looking for relationship stuff/didnt want to mess things up between us so that was that.

Some time passed though, possibly her mind changed, I'm getting a nice slew of texts right now so I'm optimistic.

If she's totally open with talking about you dating other girls, you're stuck in the "friend zone" eddy. If she seems put off, it's quite possible you have a chance with her.
