Can you measure someone's intelligence by their sense of humor?

i don't buy the idea that any kind of humor is a mark of intelligence. when i don't laugh at something at work, for instance, it's because the humor fucking sucked and i'm not going to give them a courtesy laugh. it's also funny to me when they don't think i got it and the situation gets awkward.
