Some ancient Meso-American cultures actually did have the wheel. However, they didn't use it in any practical way like wagons or anything. They were found on toys and other novelties.

Kind of like how the Ancient Greeks had a primitive steam engine, but rather than using it to build awesome trains or some shit, they just used to lol and show how steam worked.
