It will take a long time. But the best way forward for that kind of progress is to kind of continue the small reforms that had been going on. Market places had been established in some parts of Pyongyang. However they were spontaneously cracked down upon, which is kind of counter-productive. The industrial complex at Kaesong (where South Korean companies operate factories using North Korean labour under South Korean management) is another project that needs to continue. The Special Economic Zone in Rason is another positive step.

The North Korean government should let back IAEA inspectors to show that they are not manufacturing nuclear weapons. Aid needs to be granted without crushing interest rates - and with South Korea's and China's influence in the IMF and WTO should be feasible. And both the South and China want stability in the region, cause stability means increased trade, and increased trade means economic growth.
