It could be a demo done for officers or visiting media/dignitaries - "oh look at our elite female combat troops" and they didn't even think about whether she could throw a grenade properly. One has to keep in mind that many military forces are very poorly trained, even in the more stable developing world countries. I wouldn't be shocked at all if that was the case here, and that the two instuctors are from a more "capable" unit and the thrower isn't.

It's Chinese, so my theory is this is a training and/or demo with very poor planning. Their army is huge and there is an array of standards among units, so she could very well be from a non-combat unit.
