Pretty sure they didn't arrest him with nothing subtantial.
The media is probably making a big fuss and distorting the story, but it's really unlikely that the french police would have arrested him for planning a terrorist attack on thin air, it's not amercia you know...

that's why they're helping out in Syria, and had a go in Libya, and closed the airspace to the Bolivian President's plane, and on and on and so forth.
