Nope... CWLP was not one of the two (plus the statement was made well after the CWLP was released). Think... smaller. Well, maybe.

CWLP was June and that 4chan post was made in August, so I'm guessing this is something new entirely.

Is the second album real? Was it pulled? Has it been delayed? I wonder if we'll ever find out.
