I've printed all my favourite memes and replaced all the pages of my collection of works of classic literature with them. I'm set.

WATMM ain’t in Europe.

A quick glance at article 13 and research on it indicates that it’s a clusterfuck of a regulation and will be highly unenforceable. This is not to say that it shouldn’t be removed, cause it’s really silly, but it shouldn’t cause an individual much concern.

these things crop up in the EU from time to time, everyone gets worried about them, and then they don't pass.

The thing is how would that be enforced? That could only go along with extensive surveillance of the whole internet by law enforcement agencies and automated processing of the data which is not only juridically very difficult but also technologically

How long until someone puts a server farm in space or on the moon to avoid any kind of regulations and charges a ton to host there?

Yeah that's the Legal Committee - and even if the EU parliament passes it (which I don't think likely), it's still a clusterfuck of unenforceable regulations.
