not strictly deubstep...but then again there never actually was a strict definition...I like it better as a 'vibe' then a genre, and this fits the bill

Because dubstep is genre mix and dj for dancing, and the halftime 140/70bpm feel is what the whole dubstep sound comes from. Although, people in the past couple of years have slowed it down to more of a 130bpm as different strains have come closer to house/techno. Other dubstep-ish stuff is getting faster and kind of merging with dnb. So actually it's not always the same tempo.

This. 140 BPM was something of the golden bpm for UK producers messing around with dark garage - faster than house but still slow enough to play around with breakbeats without sounding like dnb. Kode9 and others have elaborated on this and that's why the genre was also so apt for taking on other sonic influences, especially techno which is often in 140BPM range. The 70bpm "halfstep" mirrored the similar effect of dnb's 160-70/80-90 bpm feel, except dubstep took that way further.

 

It was literally 138-142 BPM as a rule in the original scene, in fact dubplates were so often used that it was necessary to be consistent in speed. That's why it was always in the same tempo. It was really the only template. The whole genre was built on sparse framework and lots of space, which is why drops and sub-bass and dub effects were key.

 

Like Salvatorin pointed out though, 130 (which is usually the case with post-dubstep and future garage and "bass music") is the other big BPM. The fact that juke and footwork have rubbed off aesthetically has also made the BPM rather flexible.
