Technically clock speed but delay time in reality because it controls how much time it takes for the signal to pass through the "bucket chain".

You can get a really lush sound by sweeping the BBD clock frequency (which I believe is essentially what a flanger does), it just makes it much trickier to notch EQ out the clock if it's audible... I love the sound of these things, but they can be such a nuisance.
