after listening to the SAWII brown vinyl again it sounds like the cutter head was over driving during the actual lathing process. It's strange because it seems like something that would have been clear on the test pressings, maybe they went ahead with it anyways? actual surface noise by itself, i could see that only appearing on the final stamping process like if the stampers were dirty.

It doesn't matter too much what it was made on. The choice of sounds and style of playing in [Lichen] is basically a ripoff of Brian Eno's Discreet Music. Although if I remember correctly, one of the main points of Discreet Music was that it was generative, not composed, with loops of varying lengths just set up and left running, whereas [Lichen] sounds like James actually sat down and played it.
