Thing is, this is pure entrapment - the "theater" had a sign saying "LAPD watch this place" (or some such) but did not have a sign saying no masturbating...because if they had that sign, they'd have no clientele! Everyone is forced to be hypocritical by a dumb law. It's really just a semantics problem, it's not the same as if he started wanking it at a showing of "Bambi", all they have to do is relabel the place from "adult theater" to "film masturbatorium" and problem solved.
