No, just a cat trying to look tough and is so focused, he doesn't notice where he's sidestepping to. My derpy cats do stuff like that all the time.

I know cats do some silly stuff, I had a cat for years, but that front leg does not appear to be moving naturally at all. Ah, it doesn't matter.

I see what you mean, but it's facing the opposite direction from that foot, which seems like an unnatural response to that stimulus.

Just before it plops off the end, the fur on the cats paw does appear to be tied-up. Being tied-up would also explain why the cats face is so derpy, presumably it's trying to bite the line.
