Practically every time i've seen/heard him he's been like that apart from a couple of times.

ahhh, that takes me back. i think i might have watched it on mtv when it was originally aired.

and yes, simone was the most annoying vj ever. she's actually rather restrained in that clip compared to how i remember her being most of the time.
