Now that I think about it, this is entirely the dispatcher's fault. A dog just doesn't call 911 without a reason yeah?

Umm. 911 has voicemail? Why the fuck would they just RECORD your emergency instead of acting on it?

In a lot of places emergency response times and dispatch are in rough shape.... time to respond to calls is a common metric I think? It's in the news here every year or so.
