(edit: Walter (the dog) really reminds me of a Stevie Wonder track but I can't remember which one...closest I can get are Pastime Paradise & As but the one I'm thinking of has a chromatically descending bassline, any suggestions?)

My guess would be Village Ghetto Land, due to some stylistic similarities in the instrumental track:

Action vids are always best when they've got either "Oooo-WAH-AH-AH-AH!" or "boommmmm-dah-dah'uuummmmmmm-dah'dah-EEnah!" in the soundtrack.  That one has both, so it's a surefire win.
