isn't there a competition between the isps on this ground or do all of them throttle it like that ?

Most countries/regions have terrible ISP markets. Maybe one of our DSL providers doesn't throttle protocols, but it will be so much slower overall than our only cable provider. They are throttling because they are overselling bandwidth they can not deliver during the busy hours. It's easier for them to justify throttling protocols that are being used for piracy a lot.

I lived back at home in the summer during freshman year of college and as soon as I got to school my dad called me telling me the ISP froze their service and issued us a warning from HBO for torrenting a few episodes of entourage and if we were caught again our service would be terminated. Our internet services were turned off for about 3 days, but luckily I wasn't there to feel the pain. Pro-tip: don't torrent shows from subscription channels, they will find you.

infinity is Fibre to the Exchange, not cable. It's still ADSL over copper

im with infinity. i get ultra beastin speeds because im about 500 metres from the exchange. seen films whizzing away at 3+meg on occasion.

btw, I never downloaded a single torrent. Back in the days, when I first came upon it, I totally didn´t know what to do and how to make it work. On other side, I have quite a big history downloading from SoulSeek, but those times are over since I do only legal stuff now.
