Simplified version: simmer and soak in water to shit. Or buy a rice cooker.

This! and the cookers are so cheap. I've had a black and decker one I bought from superstore for $15, still works after about 10 years.

Usually I do the "fingernail" water test after washing the rice. When the water's surface is about halfway @ your fingernail above the rice, that's about the right amount. Zojirushi is a decent brand of rice cooker.
