At least until the early days of jungle/d&b. originally they were mixes only a little bit different to the original (or the original first remix) pressed on dubplates and usually played only by the producer himself or given to some "selected" other DJs, hence the name VIP.

i was with a girl outside someone's home and she had too much to drink and decided to pee in the yard, on a mailbox, like a mongrel dog. it sprayed out, but in a way that reminded me of one of those raised pools of water that are sometimes found in malls, where the water flows over the edges and children run their fingers through it.

How does a restaurant handle it if say some patrons came in ordered a full meal and then when the bill came realized their wallet wasn't with them, or the card got declined and they had no other immediate way of paying?

Get them to do dishes. I have a memory of a restaurant getting my brother to do this while on vacation... but I would have been really young, and it could just as easily be an invented memory of something that never actually happened. I'm sure I've got a few of those.

I would suspect they'd get them to pay at a later date with some kind of added fee for wasting their time. I haven't got a clue though, just a guess

Some places will hold one's drivers license, as well.
